Marinna, a mermaid with dual gifts of sensing and manipulating vibrations, is in danger of becoming a pawn between the Gatherer race desirous of her abilities to maintain their power and others hoping to employ them to gain freedom. Her life is further complicated when a companion unintentionally turns a human with difficulties of his own into a dolphin. Marinna deduces the secret of how the Gatherers have stolen power and reports this to the rebel cause. She leaves, believing her obligation to justice satisfied, but returns to make the ultimate sacrifice when she realizes freedom cannot be enjoyed while others suffer.
